Abstract

International Disaster Response Law: • International law does not impose binding obligations to provide, or accept, disaster assistance. • This is unlike IHL. Sovereignty: • It is that it is up to affected countries to accept or reject offers of assistance. • AusAID: "To take uninvited action would breach international protocols and show a lack of respect for the affected country's sovereignty." The question: • Is that correct? Would it taking uninvited action always breach international law?
