Abstract

Exploring the reform initiatives in Bangladesh since the country gained its independence in 1971, this chapter examines the nature of reform proposals, governmental action or inaction, bureaucratic attitudes, external interventions, political response and the reasons for failure. While the primary focus is on the Civil Service System (CSS), other relevant issues are also covered.
