The paper argues that for the East Roman emperor Justinian I (AD 527-565), who stood in a long tradition of Roman emperors claiming an universal rule over the oicumene, it was as important to conquer new territories as it was to re-conquer those which were lost by his predecessors. That explains why he put his victory over the rather small people of the Tzani in Eastern Anatolia on the same level as his spectacular victories over the Germanic realms of the Vandals and Goths in the Western Mediterranean.
