Abstract

This chapter uses changes within the Austrian university system to illustrate general features and dilemmas of organizational design and reform. We examine two reform waves reflected in two university laws - UOG 1975 and UG 2002. The first embodied the 'spirit of '68' in its emphasis upon equality and democracy; the latter the global hegemony of neo-liberalism. The case is of interest because of the co-existence ('layering') of older traditions with more recent experiments in organizational democracy (co-determination), and because of the radical nature and speed of more recent reforms aimed at catching up with international developments in university management and higher education policy.
