Abstract
The central challenge is not simply to improve anabolicandrogenic steroid harm-reduction, but to clearly define its legitimate scope and limits. Without attention to proportionality, the structural production of risk, consumer agency and perceived benefit, harm-reduction risks widening intervention while reproducing, rather than displacing, the dominant narrative of harm.
