Beyond Brain Drain: Mobility, Competitiveness and Scientific Excellence

It is well-recognised that to be globally competitive, national economies need ongoing access to highly-skilled labour, particularly in the Science, Engineering and Technology (SET) areas. However, the question of how best to train, recruit and retain these skilled professionals needed for national innovation systems is an ongoing issue for governments throughout the world.¹ Getting the right policy mix to reflect the complexities associated with the demand and supply for these professionals and their mobility is a common challenge.
