Abstract
Article 59 ECT authorizes the Council under certain conditions to take security measures with regard to third countries for a period not exceeding six months, if movements of capital to or from third countries cause, or threaten to cause, serious difficulties for the operation of economic and monetary union. The chapter analyzes the meaning and scope of Article 59.
