Abstract

Many developing countries, including Indonesia, seek to provide adequate health care to their population. Although health is not explicitly stated as a basic right in the Indonesian Constitution, health is important for achieving the national goals, including the promotion of public welfare and development of human capital. The government of Indonesia has taken various health development initiatives as part of a series of sustainable, comprehensive and integrated development programs [Moeloek 1999: 5. See also McGuire et al 1988: 3; Temple & Johnson 1998: 966-967].
